No Restoration, No Payment: New Norm for Contractors in Water Projects
In a decisive move to ensure quality execution and accountability in drinking water schemes, Deputy Commissioner Aditya Ranjan has ordered that no contractor shall be paid without a valid restoration certificate. The directive came during a comprehensive review of all ongoing water supply schemes under PHED Division 1 & 2.
“Tender rules must be followed to the letter. Depth, distance, and documentation – or no disbursement,” said DC Aditya Ranjan.
Key Highlights from the Review Meeting:
Pipeline Distance from Roads and depth in soil must strictly adhere to tender terms.
Restoration Certificate is mandatory after soil filling and leveling post-installation.
Geo-tagged photos every 100 meters are compulsory for real-time tracking.
Contractors must resolve issues within 72 hours under Operation & Maintenance (O&M).
Joint site visits to be conducted by PHED engineers, RCD officials, and contractors for on-spot issue resolution.
Contractors Under Scanner
Noting frequent delays and substandard work, the DC directed officials to blacklist defaulting contractors who show negligence or unjustified delays in execution. This marks a clear message: laxity will not be tolerated.
